Occupational Health and Safety (OHS) Risk Analysis Using the HIRARC Method for Wetland Haul Road Construction

Mining haul road construction in wetlands carries high occupational safety and health (OSH) risks due to soft soil instability, heavy equipment operations, and biological hazards along STA 50+000 to 70+000 (20 km). This study aims to analyze OSH risks through hazard identification, risk level assessment, and risk control recommendations for the PT China Roads and Bridge Construction (CRBC) project in Bayung Lencir. This descriptive observational study applied the Hazard Identification, Risk Assessment, and Risk Control (HIRARC) method based on Kepmen ESDM No. 1827 K/30/MEM/2018 from January to March 2026. The study population comprised 45 workers in the STA 50–70 segment. Samples selected via purposive sampling included 30 survey respondents and 5 key Focus Group Discussion (FGD) informants. Measured indicators included likelihood, severity, risk level, and residual risk scores. Results identified 17 primary hazards across 4 work stages, with initial risk distribution showing 5 Extreme (29.41%), 7 High (41.18%), and 5 Medium (29.41%) categories. Dominant OSH risks involved heavy equipment overturning/sinking, dense dust, operator fatigue (microsleep), whole-body vibration, cobra bites, and vespa wasp attacks. Implementing hierarchy-based controls (woven geotextiles, safety berms, scheduled power naps, and spotters) significantly reduced all residual risks to acceptable levels (Low and Medium). In conclusion, OSH risk analysis using the HIRARC method combined with geotechnical and administrative controls effectively reduces occupational accidents in wetland areas. Future research should utilize precise quantitative instruments such as vibrometers to measure equipment vibration exposures and real-time worker heart rate monitoring
