Evaluation of Electronic Medical Records at H. Hanafie Muara Bungo Regional General Hospital

Abstract

H. Hanafie Regional General Hospital in Muara Bungo has implemented EMR, but still encounters challenges such as limited equipment, uneven user training, and slow system performance, which can hinder service delivery and data quality. Furthermore, these gaps impact the quality of collected public health data, thus reducing the region'sability to plan evidence-based programs. This study aims to evaluate theimplementation of EMR based on the HOT-Fit and PIECES (Performance, Information, Economy, Control, Efficiency, Service) models. The research used a qualitative approach with a case study design through in-depth interviews, observations, and document reviews. The research location in H. Hanafie Regional General Hospital, on November 2025. The results show that Human still faces a competency gap due to limited training; Organizations lack infrastructure and human resources, which affects service queues; from Technology, an unstable network and slow applications were found. PIECES analysis, the quality of information was assessed as good and accurate, performance and reporting were not optimal. Suggestions for procuring facilities and infrastructure, upgrading applications, and adding training activities.

RSUD H. Hanafie Muara Bungo telah menerapkan Rekam Medis Elektronik (RME), namun masih ditemukan kendala keterbatasan perangkat, pelatihan pengguna belum merata, dan kinerja sistem yang lambat sehingga menghambat pelayanan dan kualitas data. Kesenjangan ini berimplikasi pada kualitas data kesehatan masyarakat, sehingga mengurangi kemampuan daerah dalam merencanakan evidence base program. Penelitian ini bertujuan mengevaluasi implementasi RME berdasarkan model HOT-Fit dan PIECES (Performance, Information, Economy, Control, Efficiency, Service). Penelitian menggunakan pendekatan kualitatif desain studi kasus melalui wawancara mendalam, observasi, dan telaah dokumen. Lokasi penelitian yaitu RSUD H. Hanafie, dilaksanakan pada bulan November 2025. Hasil menunjukkan petugas masih menghadapi kesenjangan kompetensi akibat pelatihan yang terbatas; kekurangan perangkat sarana prasarana dan SDM sehingga berpengaruh pada antrean pelayanan; jaringan yang tidak stabil. Analisis PIECES bertujuan untuk meningkatkan kualitas informasi dan akurat, kinerja dan pelaporan yang belum optimal. Berdasarkan hal tersebut disimpulkan RSUD H. Hanafie Muara Bungo masih kekurangan perangkat keras, aplikasi yang lambat, pengguna RME dapat mengoperasikan sistem dengan baik. Disarankan RS membuat pengadaan sarana dan prasarana, upgrade aplikasi, dan pelatihan kepada petugas.
