The Indonesian Ministry of Health developed the Medical Facilities, Infrastructure, and Equipment Application as an integrated system that facilitates efficient and accurate data collection and management of medical devices. However, in its implementation in the field, the use ofASPAK stillfaces variousobstacles, such as limited trainingand technical skills of officers, internet network constraints, and suboptimal data updates and utilization in planning medical device needs. The purpose of this study was to analyze the use of ASPAK in the management of medical devices at Community Health Centers in Tanggamus Regency. This research method used a descriptive qualitative approach with theHOT-Fit Model framework to analyze the implementation of ASPAK at Community Health Centers in Tanggamus Regency. Data were collected through in-depth interviews, observations, and documentation. Data analysis was conducted using thematic analysis to identify human, organizational, and technological factors that influence the effectiveness of ASPAK implementation. The results of this study indicate that the implementation of Minimum Service Standards (SPM) for Health in Tanggamus District Community Health Centers has been carried out in accordance with the applicable policy framework, but not all indicatorshave achieved the set targets. Key findings indicate limitations in human resources, particularly related to quantity, technical competence, and multiple workloads, which impact service achievement and the qualityof SPM reporting.
